This motion was never tidied up.  It passed with support from TomK, Assefa, HowardB, SteveW, SteveL, DanielM, PerryN, FrankwW, and TamasS.  A number of discussion points about the approach can be read <http://lists.osgeo.org/pipermail/mapserver-dev/2010-February/009688.html> if anyone is interested.  I hope to spend a bit of time implementing support for this on the drivers mentioned in the RFC.

Its current implementation state is that the virtual tables methods have been implemented, but no drivers currently have support for the behavior.
