Yes, thanks Michael; that's exactly what it's doing. It's retrieving every
single feature to evaluate against the filter within MapServer. 

Perhaps we'll use the bbox approach for the simple rectangular queries and
only use the filters for the more complex polygon ones. The bboxes are used
more often so it will likely be good enough to just speed them up.
