[mapserver-dev] 6.2 release notes/announcement

Devs,
I have started a release document [1] for our planned wednesday release.
This is still a work in progress, and I will be working on the areas marked
"TODO thomas" in the coming days. There are however a number of points that
I would need help with, so please have a go at filling in your respective
parts.
The ordering of the new features and the major/minor classifications are a
first stab, and are open for discussion/modification.
