[mapserver-dev] MOTION: Run script to close tickets more than one year without activity

I'm -0 on this issue. I don't like it for all the reason Jukka has 
mentioned but would not stop it.

I guess if the creator gets a notice that they bug is closed and that 
they need to verify it is still a problem on the current release and 
reopen it if that is the case is also acceptable.

I think the notice is the key here so it is not done silently. We should 
probably also send a heads up to the user list before hand.
