[mapserver-dev] MapCache changes to support MSVC and IIS

Hi Tamas,

That's a very good news to provide Windows builds of recent MapCache.

May I ask you what is the status of the current work?
Let me know if I can be of any help to test and deploy it while you are
progressing on the build?
