[mapserver-dev] [EXTERNAL] [vote] rfc109 runtime substitution refactoring

I like to propose an enhancement to this RFC, adding support for CGI
environment variables as runtime substation values. It would be very
helpful for me to be able to access the REMOTE_USER env variable.
