[mapserver-dev] Request to change default value of label->partials in next release

+0  I can appreciate that this change would help the SLD case and I have 
no strong objection to the change, but we should keep in mind that it 
could cause side-effects to other use cases that relied on this default 
value being TRUE by default for years, hence the +0.
