[mapserver-dev] mapcache 1.6 release

Hi,

All those sound great!

I'm going to try and get a FastCGI MapCache exe build that works on 
Windows/IIS with the latest code (the Apache module works fine on 
Windows), see 
https://github.com/mapserver/mapcache/issues/10#issuecomment-4821945 for 
last update on this.
Related issues are:

  * https://github.com/mapserver/mapcache/issues/107
  * https://github.com/mapserver/mapcache/issues/109

In time it would be useful to setup an automated MapCache Windows build 
similar to 
https://github.com/mapserver/mapserver/blob/master/appveyor.yml - it 
would however require a SDK with all the dependencies.
