[mapserver-dev] Reminder of upcoming 8.0 release plan dates

I don't see a need for a 7.8 just to get PROJ 8 support. Just issuing a 
7.6.3 from current 7.6 branch or cherry-picking the below patch in the 
meantime should be enough.
