[Mapserver-inspire] Named group layers via "wms_layer_group"

Hi Daniel,

many thanks for the feedback ;).

The plan is to finish the RFC soon and hopefully get it approved in time
for 6.2. Has there already a date been discussed for RFC freeze for 6.2?
