Whilst it doesn't answer your question directly, you should note that you don't actually need to have a style called "inspire_common:default" for your inspire layers, though you might get that impression from reading the 'Technical Guidance for the implementation of INSPIRE View services'

Implementation requirement 42 of said technical guidance refers to article 14 of the:

'COMMISSION REGULATION (EU) No 1089/2010 of 23 November 2010 implementing Directive 2007/2/EC of the European Parliament and of the Council as regards interoperability of spatial data sets and services'

Portrayal
1. For the portrayal of spatial data sets using a view network service as specified in Commission Regulation No 976/2009 ( 1 ), the following shall be available:
(a) the layers specified in Annex II for the theme or themes the data set is related to;
(b) for each layer at least a default portrayal style, with as a minimum an associated title and a unique identifier.
2. For each layer, Annex II defines the following:
(a) a human readable title of the layer to be used for display in user interface;
(b) the spatial object type(s) that constitute the content of the layer.

So really inspire_common:default is just another way of saying you need a default style!
