MapServer and Cygwin

Hi All

Attached find minor fixes for compiling Mapserver 
with the latest Cygwin release (V1.1.4).

This patch was made against todays CVS files

You will probably need the gnu regex module
ftp://ftp.gnu.org/pub/gnu/regex/regex-0.12.tar.gz
