Mapserver <=> ArcIMS comparison

We have tried both of them here, as well as JShape. We found
ArcIMS to be way too slow and in general very undependable.
It appears to be still very buggy. Also, there isn't a good
"support network" for ArcIMS like there is for Mapserver.
