Drew,

The reason why you see a blank map is likely that your mapfile extents
doesn't match (i.e. at least intersect) the extent of your layers...
that's a very common mistake we all make.  So you'll have to find out
the extents of your DGN files and set the mapfile extents.

About tiles, the OGR link will not currently support tiles the way we
are used to see them with MapServer.  This could be added (after 3.5) if
there is enough demand for it, but at the moment the only type of tiled
data that the OGR link supports is MapInfo "Seamless layers".
