The file you're looking for no longer exists, the demo archive is called
itasca3.5.tar.gz.

It's on top of the page, http://mapserver.gis.umn.edu/dload.html.  Or if you
want a more precise link, http://mapserver.gis.umn.edu/dist/itasca3.5.tar.gz
