It should be but is not currently.  However, the new Flash output that Assefa
is working on has been updated to use the OUTPUTFORMAT mechanism.

If the author of mappdf.c is interested in updating to operate off the
OUTPUTFORMAT mechanism, I would suggest he look at how the SWF stuff works,
and operate similarly.
