If the TIFF file has internal coordinates in geotiff format, I think the
.tfw file will be ignored.  You could try "stripping" off the geotiff info
by running the TIFF file through tiffcp (eg. tiffcp orig.tif new.tif) or
loading and saving from an environment like photoshop that ignores geotiff
info.
