There is a version of Rosa that supports PNG.  And I use it, so I know it
works.  You download the standard Rosa package,
http://www2.dmsolutions.ca/webtools/rosa/rosa_downloads.html, but instead of
using rosa.jar you use rosa_png.jar.  But perhaps you don't want Rosa. 

I don't know if there is a released version of mapplet that supports PNG.  I
recall someone was working on adding sixlegs to mapplet, but I'm not sure
what came of it.  Search the archives for mapplet png and you'll find
postings about it.
