The layers at the bottom of your map file are drawn last, so put your=20
annotations layers at the end of your map file. Sometimes you will want to=
=20
have two layers for the same shape file like this:

Layer
         Name street_lines
         Type Line
         Date Streets.shp
...
<more layer definitions>
...

Layer
         Name street_labels
         Type Annotation
         Date Streets.shp
