I think we all agree that it's needed, there is even a bug about doing
this:  http://mapserver.gis.umn.edu/bugs/show_bug.cgi?id=346

I think it's more a matter of time to do it, so if you want to hack on
this then please add a note to the bug and go ahead.  Note that we need
separate error reporting routines for the CGI and for the various
MapScript.  Once you've done the CGI I'll do the PHP one.  Not sure if
SWIG MapScript need a special one too?
