I'd actually have to look at the source code to confirm, but doing a
mode=query (i.e. return 1 result) should get you the closest feature.
The tolerance, in combination with the point are used to construct a
search extent. That extent is then applied to the data for generate a
list of candidate features. Then for each feature a distance is computed
with the closest being returned.

If you view lat/long as a point you can query a street layer by using
the "tolerance" on the layer and doing a query.
However I don't believe it returns the "closest", but you should be
able
to find discussion on this in the archives.
