[Mapserver-users] Problems during first try at Mapserver installation

I am trying to complete a MapServer installation and have hit some
problems.

I downloaded the file
<http://mapserver.gis.umn.edu/win32bin/ms40_gif_pg.zip> ms40_gif_pg.zip:
the Windows Binary Download version 4.0 and have been attempting to
install on Windows XP using MS IIS.
Installation was completed following the instructions in the "readme".

To test the installation to make sure that your MapServer CGI program is
working. I entered the following URL on a web browser
C:\Inetpub\wwwroot\cgi-bin\mapserv.exe? The instructions said the
following message should appear. "No query information to decode.
QUERY_STRING is set, but empty. "

In IE6 a Command window appears for a brief instant and may have text ?,
then is gone. In Netscape I get a message stating the file could not be
found.

I have further tried to get examples from the 4.0 tutorial and itasca
demo to work with no success. The html of these examples works but it
appears the mapserv.exe is not working correctly. 

Further I reinstalled the Maps Server a second time with the same
results.

I welcome any suggestions I where I have made errors
