Does the 4.4.0 windows binary really support SWF?

Frans,

all the support for the other formats besides GD/GDAL (like flash, PDF) is
still in the binary, only it is not accessible through the WMS interface.
These formats are not exported to the WMS capabilities and hence not
available for use with the WMS interface. This is not at all specific to
the Windows binary.

You could try using Mapserver's native interface (mode=map).
