Error Building MapScript on WIN32 - Unresolved references: msSLDApplySLD, msSLDApplySLDURL, msSLDGenerateSLD

I am getting these unresolved external references when trying to build PHP
MapScript with MapServer version 4.5.

If anyone has an explanation on how to fix this problem it would be much
appreciated.

The MapServer CGI build worked fine. I am using MS Visual Studio .NET 2003
Standard and PHP version 4.3.11 . I have build MapServer with the WMS Server
and Client options.
