I've a set of polygons we're displaying... weather warning areas.  We're
also displaying radar imagery.

I need to be able to put the _filled_ polygons in the background, but
have the (same color) polygon outlines on top of the radar imagery.

Is there a clean way anyone's come up with to accomplish this and still
be able to select a single polygon selector?  In other words, if I
list-select Tornado Watches, I want *both* polygons, fill and outline,
to appear instead of just one or the other.  And I really need just one
selector for that warning type.

Probably simple to do, I'm just sorta lost!
