Semantics of [layer_status]

According to the docs, this is clear.

My question is rather *why*, despite STATUS ON/OFF definitions in my map
file, no layer appears in my Rosa applet nor as *checked* boxes in my
legend.

Of course, if I call mapserver with layer=xxx&layer=yyy&layer=zzz
arugments, I get my layers visible... but not checked :-(

That's why I am wondering about the "DEFAULT" semantics (i.e.
layer_status=2) and the way it is implemented within Mapserver.
