Mapserver character encoding howto

 From what I understand , there is an ENCODING parameter that may be
needed in the lablel object. Bug 890 in mapserver was used to discuss
the implemenatation (http://mapserver.gis.umn.edu/bugs/show_bug.cgi?id=890).
