PC256 color images (I need more quality)

I don't quite understand--you're using JPEG as output format and you're 
getting a bitmapped image?  Try IMAGETYPE PNG24, or define an OUTPUTFORMAT 
and use RGB as IMAGEMODE.  Check 
http://mapserver.gis.umn.edu/doc44/mapfile-reference.html#outputformat for 
more info.
