How to set Projection in MAP file?

I have been trying to do weather overlays using GIF images over GeoTIFFs.  The GIF images are a different projection:
 
Projection: Geographic Lat/Lon
Datum: WGS84
Planar Units: Arc Degrees
 
 
How do I set this up in the MAP file under the projection tag just for the GIF images?
 
I've also setup a index shp file, would it be better to use that? (although again I don't know how to set this up either).
