performance tuning annotation layers

Thanks Erki. Very interesting! I'll give this a go when I have time.

Strange how MapServer needs to draw it 8 times to do an outline. Surely
using a font size bigger than itself will give you a pretty good outline.
When my coding gets good enough I might explore it further.
