ESRI Layer Files

I have a fairly complex ESRI Layer file (.lyr) that I would like to use in a
Mapserver application.  Is there a way for Mapserver to use the .lyr file,
or failing that, convert the .lyr file to a shapefile?  I have ESRI ArcMap
and ArcCatalog but haven't found anything there either.
