Yes it's possible, but the XML for the request is not called GML. The
reponse of a WFS is in GML, but the request is defined by the WFS 1.0
specification (you can download that from the OGC site).

Mapserver supports:
-WMS client and server (not WMS 1.3 though)
-WFS client and server (not WFS 1.1 though)
-WCS server 1.0
