Chip, for where?

For the USA, you have free and non-free options.  TIGER is free,  
Navteq and Teleatlas are not.  TIGER is much less accurate.  But the  
price for full sets of Navteq and Teleatlas is really really large  
(well, depending on your expected use of the data, public web sites  
are the most expensive).

There's no easy answer to the data question, and no good answer  
without knowing what you plan on using the data for.
