different coordinates system

hi,

I am building a mapamundi mapserver application.
I think (I am not sure) that I need to use geographic coordinate system 
to show a map of the world.
The problem is that I have some postgis information of my region with 
epsg=23031.

I've been trying to display both layers (countries of the world and the 
shp of my region) but I can only see the layer of the whole world.

My initial extent is
EXTENT -180 -90 180 90

Can someone give a hand??
