Looks like a manifestation of bug #1861 (http://mapserver.gis.umn.edu/bugs/show_bug.cgi?id=1861)
except it bleeds to the right, not left like my example. I can see your map has negative X;
maybe it bleeds towards the zero meridian? Anyway, I never got around to uploading the
data for my bug report - perhaps you can add something useful?
