No, MapServer doesn't read DXF natively nor via any connectiontype that 
I'm aware of.

OGR has a DXF driver but the doc says it supports only writing to 
DXF/DWG but doesn't support reading: http://gdal.org/ogr/drv_dxfdwg.html
