I would think that it's generally the responsibility of the program creating
the file to specify the encoding.  emacs asks me what encoding I want when I
save.  I would think you'd need to look at the documentation for Excel, ESRI
programs, or other tools.  Sorry, but I don't have experience with those to
be able to offer any better advice.
