you can get that with a truetype or vector symbol

SYMBOL
 NAME 'rail'
 TYPE TRUETYPE
 FONT arial
 CHARACTER '|'
 GAP -20
END

then

STYLE
 COLOR 0 0 0
 WIDTH 1
END
STYLE
 COLOR 0 0 0
 SIZE 8
 SYMBOL 'rail'
END
