As far as I can understand, what you are trying to do is what is known as an overlay I don't know how to do that in mapserver / PostGIS, but I would guess some kind of spatial query in postgis should help you.

Hello, I'm trying to develop an application that takes points input from a GPS ... And I would like to realize when  those points enter at certain points .. Suppose a state or cities... I'm working with Mapserver and PostGIS .. Someone can give me an idea of how to accomplish this?
