Use EXPRESSION inside each CLASS you want to define (in your case a
couple of ones):

LAYER
  NAME name
  TYPE type
  ...
  CLASS
        EXPRESSION ([TYPE]='Expressway')
    STYLE
      ...
    END
  END
  CLASS
        EXPRESSION ([TYPE]='Primary highway')
    STYLE
      ...
    END
  END
