Hi,

You can define your own outputformat for AGG/JPEG and use formatoption "quality"
http://www.mapserver.org/mapfile/outputformat.html

I do not know if variable substitution works in this place so that users could add an extra parameter to the request as &QUALITY=100 but you can have a try. At least you can make new outputformats with different names, for example "image/jpegHQ" for high quality.
