you can use a "templated" disk cache

<cache type="disk" name"xyz" layout="template">
 <template>/path/to/tiles/{tileset}/{grid}/{z}/{x}/{y}.png</template>
</cache>

note however that unless you are seeding small caches, you will very
rapidly hit the maximum number of files allowed per directory by your
filesystem.
