I'm pretty sure that this issue i'm having was
posted about once before a week or two ago by somebody else, but there wasn't
much response to it and I'm not sure if it is a mapserver bug, or something I'm
doing wrong, or if there is a workaround for it.

When my map form submits and is redrawn according
to whatever buttons the user has clicked (panning buttons, zoom, etc) it will
sometimes jump back to an old image instead of displaying the image it is
supposed to be showing. If you then just click refresh in the
browser, it displays the proper image. At first I thought it
was some kind of browser caching issue, so I tried all the meta tags and http
headers I could find to disable the caching of images in my application... but
that didn't fix the problem. The problem also seems to be
browser independant as I see the same behavior in internet explorer and Mozilla
firefox. It also seems to get worse over time...
when I first load up the browser and go to the web page it will work perfectly
for a little bit, but after a short time it will start showing old images and
eventually it will start doing it almost every refresh.
