fixed using <FONT size=2>"wms_exceptions_format" "application/vnd.ogc.se_xml".

different provider together. For example two layer from Demis works ok but
if I mixed with others provider it fails. With the 4.4.1 it worked fine but now
the same layer description is failing in 4.6.1</FONT></DIV>
