I don't know about the application that you have downloaded, but you need 2 things to start.<br>
1) A DLL file named libmapscript.so (linux) or libmapscript.dll (windows)<br>
2) A JAR file named mapscript.jar<br>

The jar file has all references to access the dll file. Using the jar as a library in your jsp or servlet you can use mapserver.<br>
<br>
After this, you need to understand the mapfile structure.<br>
