I'll leave it up to you to confirm that the image sample I sent you is correct or not. If so, check that you have configured your mapserver with fribidi enabled and uptodate (the supplied image was rendered with 0.19.2 . some stable distros use a very outdated fribidi version, so you might need to upgrade manually) . If not, you can try with a bleeding edge fribidi (0.19.5 was released a few days ago), and/or report the issue or find help from the fribidi project directly.</div>
