[Marketing] Proposal: Fund Marketing pack for Philippines local chapter

OSGeo Marketing Committee,
I propose that the OSGeo Marketing Committee approve the allocation of 
up to $US450 toward the purchasing of OSGeo Marketing Pack equipment for 
the Philippines local chapter, in line with the budget at:

Could all active members please vote within the next 48 hours, before 
Friday 11 May.

Maning, I'm hopeful that you will keep your spending to your budget of 
$421, but have allowed an approval buffer of up to $450 in case some 
items cost more than quoted.
