[Marketing] marketing committee budget and request from the board

We hit on these two topics in last weeks meeting, I thought I should send
an actual email as a request from the board:

1) The OSGeo board is putting together a budget for 2017. Last year we did
this according to a breakdown different activities
<https://wiki.osgeo.org/wiki/Board_of_Directors#Operational_Budget_for_2016>.
This year we would like to provide a budget for each committee.

2) The OSGeo board set rewriting the website as a priority last year, and
was hampered by an inactive website committee. The board would  like to ask
if the marketing committee would take on replacing the website as an
initiative for 2017. This approach assume hiring an external party rather
than marshalling volunteer resources.
