[Marketing] Word Template

We need to make one, the raw materials are here:
https://github.com/OSGeo/osgeo/tree/master/marketing/collateral/letterhead/001-EU-size

We asked for volunteers back in July/August to help with document
templates, so far no response. I would also like them to make official
incubation committee procedure PDFs.

aside google docs does not allow background images and is harder to setup
for this kind of use.
