[Marketing] OSGeo board request to contact EU Open Source Policy Summit 2024

The board requested that we reach out to the following event "EU Open
Source Policy Summit 2024 <https://summit.openforumeurope.org>" and ask if
Ivan can speak on behalf of OSGeo Foundation.

Any idea where we start? I do not see any option other than sponsoring.
